Buscar-se-á desenvolver no presente artigo a temática do racismo e sua forma de operar dentro de um contexto no qual se verifica a existência de uma biopolítica, e, posteriormente, de uma necropolítica; com enfoque no seu potencial de dividir e estigmatizar populações. Para isso, faz-se necessário identificar a atuação do racismo de Estado trabalhado por Michel Foucault no curso “Em Defesa da Sociedade” (2005) e de outras formas de racismo no cenário capitalista em dois momentos distintos: o primeiro englobando o (...) período de atuação da biopolítica, e o segundo, em que verifica-se a insurgência do que o pensador camaronês Achille Mbembe (2003) chama de necropolítica. Destarte, o caminho a ser seguido inicia-se na explanação do conceito de biopolítica, enfatizando a necessidade verificada na fase de expansão do capitalismo em manter corpos vivos, dóceis e produtivos; seguida da análise do racismo de Estado tal qual pensado por Foucault como produtor de cisões e diferenças dentro do corpo social; a identificação das alterações de contexto do capitalismo como sistema econômico, pautada nas diferenças da fase expansionista e de consolidação para a fase de declínio e crise mundial; e, por fim, a consideração da necropolítica como possível forma de atualização, expansão e deslocamento do pensamento foucaultiano para as periferias do capitalismo na fase de crise do sistema, onde o modo de operar da política passa a ser o “trabalho de morte”. Teachers’ conceptions about the origin of life in three Latin American countries with contrasting levels of secularism were analyzed: Argentina, Brazil, and Uruguay. A European survey questionnaire was used and the interpretation of the results drew on Barbour's four categories concerning the relationships of science and religion. A large majority of Argentinian and Uruguayan teachers were clearly evolutionist, even when believing in God, with no difference between Argentina and Uruguay. The majority of Brazilian teachers assumed a religious position about the (...) origin of life, being creationist or evolutionary creationist. Differences of Brazilian teachers’ conceptions may result from the higher percentage of evangelicals and lower proportion of agnostics/atheists. Brazilian Catholic teachers were more creationist than their Catholic colleagues in Argentina and Uruguay. Distinct patterns were found, but further research is needed to understand possible classroom impacts. (shrink)

In this paper, we make explicit the changing configurations of power relations that currently characterize the Brazilian Emergency Care System (SAMU) team in Belo Horizonte, Brazil. The SAMU is a recent innovation in Brazilian healthcare service delivery. A qualitative case study methodology was used to explore SAMU’s current organizational arrangements, specifically the power relations that have developed and that demonstrate internal team struggles over space and defense of particular occupational interests. The argument advanced in this paper is that these professionals (...) are developing their work in conditions of exposure, that is, they are always being observed by someone, and that such observational exposure provides the conditions whereby everyday emergency care practices are enacted such that practice is shaped by, as well as shapes, particular, yet recognizable power relationships. Data were collected through the observation of the SAMU’s work processes and through semi‐structured interviews. Research materials were analyzed using discourse analysis. In the emergency care process of work, visibility is actually embedded in the disciplinary context and can thus be analyzed as a technique applied to produce disciplined individuals through the simple mechanisms elaborated by Foucault such as hierarchical surveillance, normalizing judgment, and the examination. How is that when scientists need some piece of mathematics through which to frame their theory, it is there to hand? What has been called 'the unreasonable effectiveness of mathematics' sets a challenge for philosophers. Some have responded to that challenge by arguing that mathematics is essentially anthropocentric in character, whereas others have pointed to the range of structures that mathematics offers. Otavio Bueno and Steven French offer a middle way, which focuses on the moves that have to be (...) made in both the mathematics and the relevant physics in order to bring the two into appropriate relation. This relation can be captured via the inferential conception of the applicability of mathematics, which is formulated in terms of immersion, inference, and interpretation. In particular, the roles of idealisations and of surplus structure in science and mathematics respectively are brought to the fore and captured via an approach to models and theories that emphasize the partiality of the available information: the partial structures approach. The discussion as a whole is grounded in a number of case studies drawn from the history of quantum physics, and extended to contest recent claims that the explanatory role of certain mathematical structures in scientific practice supports a realist attitude towards them. The overall conclusion is that the effectiveness of mathematics does not seem unreasonable at all once close attention is paid to how it is actually applied in practice. (shrink)

The study of the cultural Cold War and East–West interaction outside diplomacy and high politics has emerged as an important research field during the last two decades. With a few exceptions, however, scholarly interaction has been overshadowed by other forms of interaction. Existing research has mostly paid attention to technological exchange and to espionage, which was at times connected with scientific exchanges across the Iron Curtain. This article discusses scholarly exchanges in the human sciences between Finland and the Soviet Union. (...) Even though Finland was a western-style democracy with a market economy, it had close political ties with the Soviet Union, which allowed for the development of active scholarly connections between the countries. The word "modem" in the title of this book refers primarily to post-medieval discussions, but it also hints at those medieval mo dal theories which were considered modem in contradistinction to ancient conceptions and which in different ways influenced philosophical discussions during the early modem period. The me dieval developments are investigated in the opening paper, 'The Foundations of Modality and Conceivability in Descartes and His Predecessors', by Lilli Alanen and Simo Knuuttila. Boethius's works from the early sixth century belonged (...) to the sources from which early medieval thinkers obtained their knowledge of ancient thought. They offered extensive discus sions of traditional modal conceptions the basic forms of which were: (1) the paradigm of possibility as a potency striving to realize itself; (2) the "statistical" interpretation of modal no tions where necessity means actuality in all relevant cases or omnitemporal actuality, possibility means actuality in some rel evant cases or sometimes, and impossibility means omnitemporal non-actuality; and (3) the "logical" definition of possibility as something which, being assumed, results in nothing contradic tory. Boethius accepted the Aristotelian view according to which total possibilities in the first sense must prove their met tle through actualization and possibilities in the third sense are assumed to be realized in our actual history. On these presump tions, all of the above-mentioned ancient paradigms imply the Principle of Plenitude according to which no genuine possibility remains unrealized. (shrink)

ResumoEste ensaio examina a sobrevida textual de uma cabeça — a de Antônio Vicente Mendes Maciel, o Antônio Conselheiro (1830-1897), a partir de sua morte na Guerra de Canudos (1896-1897). Traçam-se as figurações do crânio de Conselheiro na imprensa brasileira do fim do século XIX e nos trabalhos do médico legista Raimundo Nina Rodrigues e do engenheiro e escritor Euclides da Cunha. Embora ambos esperassem que o crânio de Conselheiro apresentasse evidências físicas de degeneração racial, as observações craniométricas de Nina (...) Rodrigues revelaram um crânio normal. Argumenta-se que esse fracasso da aproximação materialista à psique humana deu proeminência a explicações sociológicas para o fenômeno de Canudos, além de levantar questões sobre visibilidade, raça e racismo científico na virada do século XX e no mundo contemporâneo.Palavras-chave: Raça. AbstractThis essay examines the textual afterlife of a head—that of Antônio Vicente Mendes Maciel (Antônio Conselheiro [1830-1897]), after his death in the Canudos War (1896-1897). It traces figurations of Conselheiro’s skull in the late nineteenth-century Brazilian press and in the works of Raimundo Nina Rodrigues and Euclides da Cunha. Although these two social scientists expected Conselheiro’s skull to display physical evidence of racial degeneration, Nina Rodrigues’s craniometric measurements and observations revealed a perfectly normal skull. It is argued that this failure of a materialist approach to the human psyche allowed a stronger reliance on sociological explanations for the Canudos phenomenon that opens up questions on scientific racism and the visibility of race in the turn of the twentieth century and in contemporary times.Keywords: Race. Emotions are the focus of intense debate both in contemporary philosophy and psychology, and increasingly also in the history of ideas. Simo Knuuttila presents a comprehensive survey of philosophical theories of emotion from Plato to Renaissance times, combining rigorous philosophical analysis with careful historical reconstruction. The first part of the book covers the conceptions of Plato and Aristotle and later ancient views from Stoicism to Neoplatonism and, in addition, their reception and transformation by early Christian thinkers from Clement and Origen (...) to Augustine and Cassian. Knuuttila then proceeds to a discussion of ancient themes in medieval thought, and of new medieval conceptions, codified in the so-called faculty psychology from Avicenna to Aquinas, in thirteenth century taxonomies, and in the voluntarist approach of Duns Scotus, William Ockham, and their followers. El objetivo de este estudio fue analizar los desafíos de la desinstitucionalización en salud mental en el contexto de las políticas públicas brasileñas a través de una revisión integrativa de la literatura entre 2018 y 2022 en bases de datos como SciELO, BIREME, EBSCO y MEDLINE, utilizando palabras clave como políticas públicas, salud mental, desinstitucionalización, CAPS y RAPS. Los criterios de inclusión abarcaron artículos que trataran mecanismos de desinstitucionalización propuestos en la política pública brasileña, excluyendo estudios de revisión, tesis y (...) editoriales. De los 69 materiales encontrados, se incluyeron 14 después de aplicar los criterios de inclusión y exclusión. Del análisis de estos materiales surgieron tres categorías temáticas: percepciones de los usuarios, prácticas profesionales y políticas públicas. En las percepciones de los usuarios, los estudios revelaron avances en términos de personalización del entorno del paciente, satisfaciendo su necesidad de pertenencia. En las prácticas profesionales, se destacó la importancia del trabajo interdisciplinario y de comportamientos que promueven la autonomía del paciente, contribuyendo a la reinserción social efectiva, o que se centran en la comodidad profesional en lugar del desarrollo psicosocial de los pacientes. Por último, en las políticas públicas, se destacaron mecanismos de desinstitucionalización como el "Programa de Regreso a Casa", los Servicios de Residencias Terapéuticas y el Centro de Atención Psicosocial. En conclusión, el desafío de la desinstitucionalización se relaciona con la fragmentación entre marcos teóricos y prácticas profesionales. Aunque las políticas públicas proporcionan fundamentos teóricos, su operacionalización carece de la implementación efectiva de servicios y equipos hospitalarios sustitutos. Además, la formación profesional requiere reflexionar sobre el saber-hacer en salud mental para garantizar que las prácticas estén comprometidas con la reinserción social, el empoderamiento de los usuarios y su emancipación. An account of scientific representation in terms of partial structures and partial morphisms is further developed. It is argued that the account addresses a variety of difficulties and challenges that have recently been raised against such formal accounts of representation. This allows some useful parallels between representation in science and art to be drawn, particularly with regard to apparently inconsistent representations. These parallels suggest that a unitary account of scientific and artistic representation is possible, and our article can be viewed (...) as laying the groundwork for such an account—although, as we shall acknowledge, significant differences exist between these two forms of representation. In recent decades, developing and middle-income countries around the globe have adopted path-breaking reforms to their social protection systems. Latin America has been a pioneer region, expanding the state’s commitment on behalf of low-income citizens in key policy areas in many countries. This paper undertakes two tasks. First, it documents the surprising extension of noncontributory social protection policies across many Latin American countries, highlighting how tax-financed programs have come to play a central role in a variety of settings. Second, it (...) examines citizen-level preferences that support this trend, arguing that employment vulnerability and threats to income continuity play a decisive role in shaping demand for public, rather than private, social protection. Survey data on labor-market risks and social policy preferences from eighteen countries corroborate these claims. Our findings suggest that other countries undergoing labor-market strains may experience similar demands for a “return of the state” as a guarantor of social protection in the coming years. (shrink)

Sena, indijskoga ekonomista, filozofa i dobitnika Nobelove nagrade za osobite doprinose na području ekonomije, predstavlja važan čimbenik u ostvarivanju društvenih ciljeva, a ima i ključnu ulogu u formiranju zdravog društvenopolitičkog poretka. U ovom članku u središtu našeg interesa bit će implementacija skupa sposobnosti u sfere društva, te kritika utilitarističkih pristupa ekonomskom razvoju. Govorit ćemo o slobodama koje se trebaju (...) razumjeti kao obveze koje uključuju odgovornost za druge, kroz racionalan društveni izbor, tako da se na taj način formira razumski čvrsta etička podloga, iz koje se formira koherentan sustav vrijednosti koji se zasniva na povjerenju, spremnosti na suradnju te se na taj način i pojedinac samoostvaruje. Time zapravo dolaze do izražaja individualna i komunitarna razina morala.Contemporary world expresses a great need for a code of ethics in the financial, political and in the social spheres in general. In this context the theory of social choice of A. Sen, the Indian economist, philosopher and winner of the Nobel prize for his personal contribution in the field of economy, represents an important factor in the realization of social goods and also plays a key role in the formation of a sound socio-political order. The implementation of capabilities into the social spheres and the critique of utilitarianism will be in the focus of our interest in this article. At that context we’ll mention freedoms that have to be understood as commitments which include responsibility for other people through rational social choice which is the rational solid ethical base from which we form coherent system of values based on trust, willingness for cooperation, so on that way the individual also fulfils himself/herself. The paper presents different clustering approaches in legal judgments from the Special Civil Court located at the Federal University of Santa Catarina. The subject is Consumer Law, specifically cases in which consumers claim moral and material compensation from airlines for service failures. To identify patterns from the dataset, we apply four types of clustering algorithms: Hierarchical and Lingo, K-means and Affinity Propagation. We evaluate the results based on the following criteria: entropy and purity; algorithm's ability in providing labels; legal expert’s (...) evaluation; and experimental complexity. The results demonstrate that the most advantageous approach is Hierarchical Clustering, since it has the best entropy and purity numbers, as well as the least difficulty for the expert to analyze the clusters, and the least experimental complexity. The main contribution of the paper is to show the advantages and disadvantages of each approach, especially to identify labels in unstructured and non-indexed legal texts. (shrink)

J.S. Mill has formulated a classical statement of the "argument from analogy� concerning knowledge of other minds: "I must either believe them [other human beings] to be alive, or to be automatons� (Mill 1872, 244). It is possible that Wittgenstein had this in mind when writing the following: "I believe he is suffering.�—Do I also believe that he isn"t an automaton? It would go against the grain to use the word in both connexions. (Or is it like this: I believe (...) he is suffering, but am certain the he is not an automaton? Nonsense!) Suppose I say of a friend: "He isn"t an automaton�.—What information is conveyed by this, and to whom would it be information? To a human being who meets him in ordinary circumstances? What information could it give him? (At the very most that this man always behaves like a human being, and not occasionally like a machine.) "I believe he is not an automaton�, just like that, so far makes no sense. My attitude towards him is an attitude towards a soul [eine Einstellung zur Seele]. I am not of the opinion that he has a soul. (PI p. 178) Here Wittgenstein contrasts opinion (Meinung) and attitude (Einstellung). How should this contrast be understood? On a view such as Mill"s, to regard someone as a conscious being is to hold certain beliefs about him, beliefs that can perhaps ultimately be grounded in a theory of some sort. To have an "attitude towards a soul� is, on the contrary, to see a person"s gestures and facial expressions as "filled with meaning�. Developments in professional practice can be related to ongoing changes in relations of power among professionals, which often lead to changes in the boundaries of practices. The differing contexts of practices also influence these changing relations among health professionals. Legislation governing professional practice also differs from country to country. In Brazil, over the past 12 years, in a climate of deep disagreement, a new law to regulate medical practice has been discussed. It was sanctioned, or made into law, but with (...) some notable changes, in July 2013. Of interest to us in this paper are the ways the proposed legislation, by setting out the boundaries and scope of medical practice, ‘interfered’ in the practices of other health professions, undermining many ‘independent’ practices that have developed over time. However, even taking into account the multiple routes through which practices are established and developed, the role of legislation that seems able to contradict and deny the historical realities of multiple, intersecting practices should be critically interrogated. In this paper, we use the theoretical resources of poststructuralist thinking to explore gaps, ambiguities, and power relations implicit in the discourses that constituted this law. We argue that although the new law can be understood as a social and political device that will interfere in the organization of other health professions’ practices, such legislation is only part of what constitutes change in a consolidated professional practice. And while it is important to understand the effects of such legislation, healthcare practices are also realized or ‘made real’ through ongoing relations of knowledge and power, including, as we will see in this case, activities of resistance. The problem, then, is to understand the practical arrangements, including legislation, traditions and routines, values and knowledge that come to shape the practices of nursing in a particular context. This article proposes a new theorization of the concept of framing or framework, in which the argumentation plays a fundamental role. When we talk about making decisions, framing a matter involves offering the audience a prominent and therefore possibly paramount premise in a deliberative process that allows to substantiate as much of the decision as the action. The analysis focuses on the case of The Public Policy Controversy, which, over the years, became a socio-environmental movement and which, in September 2013, (...) culminated in the most important protests that have been experienced in Romania since the 1989 Revolution. Based on the concept of framing that Entman understands as "selection and emphasis", several framing strategies are identified and commented on illustrating three main mechanisms. The way "selection and emphasis" operates through a series of argument schemes within a deliberative decision-making process to produce framing effects (including possibly collective mobilization) is illustrated by examples from the 2013 campaign and protests (slogans, websites, blogs, and newsnotes). This book not only articulates a tradition-specific Pentecostal rationality of Biblical Pragmatism, but also provides the first intellectual history of a major British classical Pentecostal denomination. Pentecostal theologians increasingly acknowledge that their theological methodology should be informed by a Pentecostal rationality, epistemology and theological hermeneutics. Simo Frestadius offers such a Pentecostal rationality from a Foursquare perspective. Frestadius first analyses and evaluates some of the main contemporary Pentecostal rationalities and epistemologies to date, with a particular emphasis on the works of Amos (...) Yong and James K.A. Smith and L. William Oliverio Jr., before proposing that Alasdair MacIntyre's tradition-focused and historically-minded narrative approach is conducive in providing a more tradition-constituted Pentecostal rationality. Utilising the methodological insights of MacIntyre, the book then provides a philosophically informed historical narrative of a major British Pentecostal tradition, namely, the Elim Foursquare Gospel Alliance, by exploring its underlying context and roots as a classical Pentecostal movement, its emergence as a religious tradition, and its two major 'epistemological crises'. Based on this historical narration and analysis, it is argued that Elim's tacit Pentecostal rationality is best defined as Pentecostal Biblical Pragmatism in a Foursquare Gospel framework. This form of rationality is then developed vis-à-vis Elim's Pentecostal concept of truth, biblical hermeneutics, and pragmatic epistemic justification in dialogue with William P. Alston. In doing the above, the book not only articulates a tradition-specific Pentecostal rationality of Biblical Pragmatism but also provides the first intellectual history of a major British classical Pentecostal denomination. This paper discusses the issues of deciding to have a child with mental retardation, and of terminating a pregnancy when the future child is known to have the same disability. I discuss these problems by criticizing a utilitarian argument, namely, that one should act in a way that results in less suffering and less limited opportunity in the world. My argument is that future parents ought to assume a strong responsibility towards the well-being of their prospective children when they decide (...) to reproduce. The moral point in cases in which our acts affect the well-being of future children should be expressed strictly in terms of parents' culpability. Future children thus do not have current moral standing but presently living persons have current obligations to consider the presumable effects of their actions on future people. I will also argue that there are morally significant differences between 'selective contraception' and selective abortion. (shrink)

Originally published in 1993, Modalities in Medieval Philosophy looks at the idea of modality as multiplicity of reference with respect to alternative domains. The book examines how this emerged in early medieval discussions and addresses how it was originally influenced by the theological conception of God acting by choice. After a discussion of ancient modal paradigms, the author traces the interplay of old and new modal views in medieval logic and semantics, philosophy and theology. A detailed account is given of (...) late medieval discussions of the new modal logic, epistemic logic, and the logic norms. These theories show striking similarities to some basic tenets of contemporary approaches to modal matters.
